The fact that so many Palestinians refrain from filing a complaint with the police is cited in every one of the three formal Israeli reports that address law enforcement in the West Bank: the Karp Report, the Shamgar Commission’s Report on the massacre at the Tomb of the Patriarchs in Hebron, and Talia Sasson’s Outpost Report. Most Palestinian victims mistrust Israeli law enforcement authorities or fear consequences for them and their families.

Since the start of 2016, some 71 settler attacks on Palestinians have already been reported, with at least 221 attacks carried out in 2015, according to UN documentation. However, the number is likely much higher, as many attacks on Palestinians often go unreported.
